Formulated are the actual tasks to solve effectively the plan telecommunication networks to improve them according to the promising requirements of potential users. Models are offered to formalize tasks solved by economic and mathematical methods. The attention is focused on choosing the solutions intended to distinguish the maximum possible degree of invariants to change the external and internal factors, which determine the evolution processes of the info-communication systems. The expediency of finding new principles to create the universal infrastructure structures, which will be used by the combination of networks and systems belonging to companies from different economic realms and government structures.
