Nowadays, the PROTEI Group adhere to the position that all the problems of import substitution in telecommunications must be solved. In this paper we note that it is extremely important not to succumb to "temptation" to find the path of least resistance and the admission of easing measures (parallel imports, reduced requirements for products and registries, "localization" of solutions occurring outside the Russian jurisdiction, etc.), which could lead to replacement of one dependence (on Western Europe, USA and Japan) on another (from China).
